Medborgardeltagande i stadsplanering - En fallstudie av Södra Gårda

This essay examines how public planners and the inhabitants of södra Gårda relate to the physical planning of the area and to the demolition versus the preservation of the quarters Eken and Cedern, and how the dialogue between planners and citizens appears to be. How do the planners and policymakers relate to Citizen participation in urban planning, and how is participatory planning carried out in the legislation, rhetorically and in practice. Former research indicates a distinct gap between rhetorics, legislation and actions in practice regarding Citizen participation in planning, which is why we find it an interesting topic for further research. The essay aims to highlight the different actors interests and visions of the development of the area. Which are the standpoints and arguments the different actors set out for the future visions of the area? The essay focuses on Citizen participation in urban planning in the city of Gothenburg.

Medborgarförslag - ett sätt att stärka demokratin? En ideologianalys med kommunalt fokus

This thesis aims at analysing conflicts between different ideals of democracy, using the example of a newly implemented citizen´s initiative reform. This reform gives citizens the right to make policy proposals to Swedish municipal councils. The proposals are to be handled in the same way as proposals from the municipal council members. An ideology analysis of various government documents as well as of an official state study (SOU) is carried out to identify and discuss the ideals of democracy that underpin the reform. The analysis is based on participatory democracy and electoral democracy theory and Arnstein's Eight Rungs on the Ladder of Citizen participation is used to discuss different types of participation by the citizens.

Journalistik 2.0 : Om journalistens upplevelse av medborgarnas inverkan på tidningarnas innehåll

Title: Journalism 2.0: About the journalist's perspective on Citizen participation and its influenceon the news content.Purpose: The aim with this study was to examine whether, and if so how, professional journalists experience that the production of news has changed as the media development has progressed and the citizens opportunities for active participation in this process has potentially expanded.Research questions:Does professional journalists experience that the opportunities for Citizen participation in the news making-process has changed with the spread and accessibility of new media- if so, in what ways?Wheatear professional journalists experience that the relationship between themselves and their news sources has changes with the spread and accessibility of new media?What consequences can an empowerment from citizens have on the production of news and on the professional role of the journalist?Theory: This essay is based on theories about convergence, gatekeeping, agenda building, participatory journalism, news sources and the journalistic profession.Method: The survey is based on ten qualitative interviews with ten professional journalists, eight reporters and two web editors from the newspapers NWT and VF.Results: The results of this survey shows that the citizens? opportunities in influencing the production of news has partly changed. The journalists do not experience that Citizen participation affects their professional role. Citizens have always had an impact on the production of news but new technology offers citizens and journalists new channels that facilitate the communication and interaction. The gatekeeping process is protecting the decision-making role of the journalist, which restrains Citizen participation.

Demokrati och vetenskap - ett problemfyllt förhållande

What role should science play in democracy? Political scientists often assume that it is possible to demarcate between ?instrumental? and ?moral? knowledge, and argue that citizens and/or politicians should use their moral knowledge to agree upon political goals and then apply the instrumental knowledge of scientists to achieve them. This straightforward view is challenged by writers in science studies, who identify three major problems in the use of science in democracy: uncertainty, risk and hidden values. They suggest that these problems could be solved through Citizen participation.In this essay I perform an analysis of the internal logic of their suggestion. Is it likely that Citizen participation enhances the democratic decision making process so as to reduce the problems? The internal analysis shows that it is rational to advocate Citizen participation by reasons of legitimacy.

It seems like Swedish municipalities are dominated by beliefs that all Citizen participation is good for the development of local democracy. A critic of this certainty is rising among Swedish scholars of political science. However, a critic with an ambition of such generalization is harsh. Different democratic projects contents different qualities and thereby diverse problems in the democratic process. If these democratic problems within the process can be recognized, a deeper understanding can be found and in the prolongation a strengthening of the democracy.This essay examines the democratic process of Lomma municipality's democratic project of Citizen participation.

The theme of this thesis is Citizen participation in the planning- and design process. It turns to everyone that studies landscape architecture or work as landscape architects and I hope that it can function as a ground for discussions as well as a source for inspiration. Rågsved is a suburb south of Stockholm. Just outside the centre of this suburb, a small industrial area called Snösätra, is located. In a few years time the leaseholds for the small industries will expire and the key question is: What will happen then? This is my general concern and it was the main cause for me to start this particular work. How do you attend to a place that appears like blank sheet of paper? To an empty page that can be filled with an infinite number of different formulations.

Karlstads kommuns medborgardialog på Facebook

The possibility and the right to be able to communicate with municipalities or other state companies and politicians are natural for the Swedish citizens. However, they may be unaware that this communication process is called citizen dialogue.Today there are so many ways to communicate; one-way communication is not possible in the same way as before. It is above all social media such as Facebook, which has opened the gates one could only dream of.  Via a medium such as Facebook creates a strong citizen dialogue in which the municipality and citizens communicate openly and ask questions and give response.The purpose of this study is to find out how Karlstad?s municipality uses, and maintains, citizen dialogue on Facebook. What are the guidelines and how do the municipality use these? In this paper a qualitative expert interview and a qualitative content analysis has been used to answer the purpose of the essay.

Vill du vara med?: En studie av Piteåpanelen och dess inverkan på Piteå kommuns miljöpolitik

The representative democracy has become weakened during the last decades. At the same time the United Nations declared at the Rio de Janeiro meeting in 1992 that environmental problems can best be solved by involvement of all concerned citizens in decision-making. The main purpose of this study has been to examine if citizens panels is a possible way to involve citizens in environmental decision-making and what the outcomes can be. Furthermore the study has investigated what the participation has contributed to environmental politics and how representative the results have been. This has been carried out by investigating the Piteåpanel in the municipality of Piteå by conducting interviews.The result of the study shows that the involvement of the citizens in the decision-making influenced the environmental politics of the municipality.

The question of direct Citizen participation in politics and administration is a contestable one. Its proponents claim that it has positive consequences even for the more "traditional", representative democracy, since participation leads to an increased political knowledge and increased political interest, and thus creates a revitalised democracy. Critical voices have however been raised to the validity of this claim. Critics have also pointed out direct participation as problematic, because it leads to problems of political inequality: a difference of political influence between ? on the one hand, the citizens participating directly and those that restrict their political participation to voting, and ? on the one the other hand ? between the institutions, for example schools, that employ, and don?t employ this method of direct citizen influence.In this essay, these two points of criticisms are tested in the context of user-boards in elementary and secondary schools.

Informationsfrihet och IT-användning i demokratifrämjande syfte

The potential of information technology as a means to invigorate democratic practise is constantly under discussion. Regardless of the differing opinions as to the most suitable way to utilise IT, there are certain democratic core values that have to be considered. One of these is freedom of information, defined by us as the right of every citizen to seek, obtain and express information. The aim of this study is to explore whether the use of IT as a means to enhance democracy can strengthen the citizens right to freedom of information. As an instrument for analysis we use an article by Jan van Dijk, professor of communication science.

"EFFEKTIVARE PLANPROCESSER - BOSTÄDER PÅ BEKOSTNAD AV MEDBORGARINFLYTANDE?" : - Förändringar i PBL ur en demokratiaspekt

The aim of this thesis is to examine whether law reforms in the detailed planning process can be an aspect that gets in conflict with the citizens rights to participate in the Swedish planning through dialogue, and how five chosen municipalities are working with Citizen participation. To be able to answer the aim of the thesis a literature study and five semi-structured interviews was performed in purpose to get wide-ranging information from municipal officials working with detailed planning handling. Law changes that aims to make the detailed planning process more efficient has been implemented partly to satisfy the needs of dwellings since the detailed planning process among master builders seems to be slow and inefficient, which to the them means higher costs. The requirement on having a detailed planning program was taken away when the new planning law was adopted year 2011. The planning program was including a moment of citizen dialogue. The case studied municipalities have not been affected in this law change arguing that it?s still possible to bring a program if needed.

Medborgardialog i ortsanalys : ett arbete om värdet av kommunikation tidigt i planeringsskedet

Citizen participation is fundamental in place analysis, where the aim is to define the sites specific character and identity. The local citizens know the village better than anyone else since they lead their daily life in the environment. I have in cooperation with Sala municipality suggested guidelines on how to involve the local people in dialogue during place analysis. The target was to involve and enthuse as many people as possible with relatively small resources in time and money. The suggested methodology was tried out in a place analysis of Västerfärnebo, a community with about 3 000 inhabitants of which 500 live in the main village.

The purpose of this study is to discuss the use of social media by the Swedish Police for democratic purposes. The idea of citizen empowerment is closely related to the development of new communication technologies such as social media. Yet many studies indicate that governmental institutions rarely make use of the assumed potentials of social media.In this study, the democratic potential of social media is derived from Habermas normative concept of deliberative participation. Operational definitions emphasize discursive equality, interactive reciprocity and external impact. The analytical framework is combined with qualitative text analysis to highlight the conditions of interaction between representatives of the Police and citizens.In conclusion: the democratic potential of social media, from a Habermasian point of view, is to a significant extent neglected at the expense of its strategic advantages.
